CLIENT OBJECTIVES

REC’s goal was to build the world’s largest and most efficient manufacturing plant for solar and electronic grade polysilicon and silicon gases. These two raw materials serve as the building blocks for solar panels and technology projects, making solar power more affordable worldwide.

Dynalectric Oregon provided a single-source electrical power, control, and instrumentation solution for the REC Silicon III and IV projects in Moses Lake, Washington. Dynalectric also provided work-around opportunities for the project’s most difficult systems by offering early design assistance.

SCOPE OF SERVICES

Dynalectric Oregon was responsible for the installation of the electrical power systems, process instrumentation systems, and controls for the entire project.

SOLUTIONS

During the two construction phases of the project, Dynalectric-Oregon installed:

  • 66 miles of conduit
  • 276 miles of power wire
  • 189 miles of instrument wire
  • 10 miles of process piping and instrument air pipe
  • 6500 instruments
  • 4050 lights
  • 701 I & C panels
  • 200 electrical panels

BACKGROUND

As one of the largest private projects in Washington, this particular facility was constructed in two separate phases. The first phase was a 9,000 mt/year silane gas plant, which was subcontracted to Dynalectric-Oregon in April 2007. Due to its exceptional performance and competitive value, Dynalectric-Oregon was then awarded the second phase of the project in October 2008—a fluidized nuclear bed reactor.

On a project with a total cost in excess of $1.7 billion, coordinating with the project owners and the general consulting team was of critical importance. Delivering results efficiently and on-budget required complex project scheduling and planning, aided in part by Dynalectric-Oregon’s stringent QA/QC program, Building Information Modeling (BIM) expertise, and comprehensive resource cost tracking —all designed to meet stakeholder goals.

With a team of 300 electricians and 100 pipe and instrument fitters, Dynalectric-Oregon maintained its industry-leading safety program through on-site programs and partnerships with local unions.

REC Silicon completed the Moses Lake, Washington manufacturing plant in 2010. It now employs approximately 550 people in the local area and is a world leader in the solar photovoltaic manufacturing industry.
